Air passenger rights data and methodology

Checked 2 published cards

Seven datasets are published on this site: the UK airline ADR map, CAA airport punctuality for six UK airports, CAA complaint rates per airline for FY26, the US DOT customer-service dashboard, our own payout-times dataset, a dated cross-regime rule-changes log, and a four-regime comparison table. The US airline delay rankings and the APPR large and small carrier guide are published as pages with their own tables, not as rows here.

Each row below explains what its source actually publishes. Update policy is the same across the seven: each is re-checked when we publish or revise the page that carries it, and the four we compile ourselves are rebuilt when their source or the community corpus changes. No row promises a refresh date.

#Which datasets cover UK airlines and airports?

Three UK datasets are published: 33 carriers mapped to an ADR scheme and CAA punctuality figures for six airports in calendar year 2025, both checked 15 September 2026, plus the CAA’s FY26 complaint counts per airline, correct as of 3 June 2026. A UK airline delay-rankings dataset is not published, and no date is given.

The ADR map is our own reconciliation of the CAA’s ADR list against the AviationADR and CEDR member pages, not a regulator publication itself: 20 of 33 checked carriers sit with AviationADR, 7 with CEDR, 4 route to Germany’s Schlichtung Reise & Verkehr, and Jet2 and Loganair are on none of the three lists. CSV: /data/csv/airline-adr-map.csv.

Source: Civil Aviation Authority, Alternative dispute resolution — caa.co.uk; AviationADR, airline and airport members — aviationadr.org.uk; CEDR, Aviation — cedr-assist.com, checked 2026-09-15.

CAA airport punctuality is the regulator’s own 2025 statistic for six airports: average delay ran from 12.8 minutes at Heathrow to 19.8 minutes at Manchester. It is not compensation eligibility, and a delay band here is not a legal threshold. CSV: /data/csv/uk-airport-punctuality.csv (Airport delays passenger rights).

The FY26 complaints table reads the CAA’s own complaints file: among airlines with 100 or more cases, Wizz Air’s 629 per million passengers is the highest in the AviationADR group. An airline is ranked only against others handled by the same body, AviationADR, CEDR or PACT, because the CAA calls the per-million figure an indicative estimate. #Which datasets cover US and Canadian airlines?

One dataset in the table above covers US airlines: the DOT’s own nine-carrier customer-service dashboard, last updated by the regulator 11 September 2025 and checked here 15 September 2026. Cash compensation reads “No” for all nine carriers. Delay rankings and Canadian carrier sizes sit on their own pages instead.

The US airline delay rankings order carriers on BTS June 2026 delay-cause figures, and large and small carriers under APPR sets out the CTA’s own classification.

The commitments table reproduces the DOT’s own dashboard: Alaska, Hawaiian, JetBlue and Southwest are the only carriers marked “Yes” for credit or voucher, Frontier alone reads “No” for hotel and ground transport, and Allegiant, Frontier and Southwest read “No” for partner rebooking. This is separate from DOT’s own monthly report, which is not one of our published datasets. CSV: /data/csv/us-airline-customer-service-commitments.csv.

Canada’s APPR defines a large carrier as one that carried 2 million or more passengers worldwide in each of the two preceding years; the CTA’s own named examples of each size are on the carrier-size page above, not in a dataset here.

#Which datasets compare passenger-rights regimes?

Two datasets compare regimes directly, both checked 15 September 2026: a 10-outcome table across UK261, EU261, Canada’s APPR, US DOT and Montreal, and a 27-row dated changelog running from 2023 to a US reporting rule that takes effect on 19 October 2026. A third, our own payout-times dataset, records how long passengers reported waiting to be paid.

The comparison table sets out ten outcomes for all five regimes side by side, from flights covered and delay compensation to refunds, tarmac deplaning, baggage and enforcement, each cell keeping its own legal basis. CSV: /data/csv/passenger-rights-comparison-table.csv.

The rule-changes log gives one dated row per change across five regimes, 27 rows in total, among them the EU261 amendment still awaiting signature, the US compensation rulemaking withdrawn 17 November 2025, and Canada’s Bill C-47 provisions, not in force. CSV: /data/csv/passenger-rights-rule-changes.csv.

The payout-times dataset is self-reported: built from passenger posts on public forums, never airline or regulator figures, and a row publishes only once at least three separate posts give a resolved number. CSV: /data/csv/airline-compensation-payout-times.csv (How we verify).

#How can you reuse this data?

Every CSV on this page is free to reuse with attribution, checked 15 September 2026: link back to the page a dataset came from, and cite the row’s own source, the regulator (CAA, US DOT) for three of the seven datasets, or our own dated method for the rest. No dataset here requires payment or registration.

Attribution means a working link to the exact page above, not just the domain. Each CSV row keeps its own source URL, so a citation can point directly at the regulator for the three regulator-sourced datasets, or at our page for the ADR map, the payout-times dataset, the rule-changes log and the comparison table.

Method for every dataset we compile ourselves is published at how we verify facts and datasets: what counts as a data point, how figures are normalised, and what triggers a rebuild. We set no licence over a regulator’s own numbers; reuse those under the source’s own terms.

#FAQ

Where can I download airline complaint data?
Seven CSVs sit on this page, one of them the CAA's FY26 complaint counts per airline, with complaints per million passengers by handling body. The others are the UK airline ADR map, CAA airport punctuality, the US DOT customer-service dashboard, our payout-times dataset, the rule-changes log and the regime comparison table. None requires sign-up.
How often are these datasets updated?
Update policy differs by dataset: the DOT dashboard and CAA punctuality figures are re-checked against the regulator's own page, while our ADR map, payout-times dataset and rule-changes log are rebuilt when their source or the community corpus changes. Every row keeps its own checked date; none carries a promised refresh date.
Can I cite your airline data?
Yes, with attribution: every CSV is free to reuse if you link back to the page it came from. Three datasets, the DOT dashboard, CAA punctuality and CAA complaints, carry the regulator's own numbers and can be cited to the regulator directly; the other four carry our own dated method, published at /how-we-verify/.
Where does the payout-times data come from?
Passenger posts, not airline or regulator figures: our payout-times dataset is built from first-hand accounts on public forums, and a row publishes only once at least three separate posts give a resolved number. It reports a median with its range and post dates, never an official processing time.
