Belfast International Airport: flight delay and cancellation rights

Checked 7 min read

Belfast International matched 45,244 flights in the CAA’s 2025 file, with an average delay of 12.7 minutes. UK261 puts the £220-to-£520 compensation duty on the operating airline, never on the airport, once arrival runs three hours or more late. As Northern Ireland’s largest airport, Belfast International also sits under its own small-claims limit and fee scale if a dispute reaches court.

#Which rules cover delayed flights departing Belfast International Airport?

Article 3(1)(a) brings in every departure from Belfast International, on whichever airline you flew, because its test is “passengers departing from an airport located in the United Kingdom”; article 3(5) then fixes the duty to pay on that airline alone, never on the airport.

A flight arriving from outside the UK works differently. Article 3(1)(b)(i) covers one only if the operator holds a UK licence, such as Jet2, or an EU licence, such as Air France. This cover lapses once you have already received benefits or compensation and assistance in the country you left, and an airline holding neither licence gives none at all. Judge a single booking by its opening leg alone: transit through Belfast International on a journey that began abroad does not make that leg a Belfast International departure (Flight delay compensation us).

At Belfast International the regime and the deadline come from different places. The departure is UK261's throughout, with the distance bands fixing the amount and a defined route if the airline refuses, but the forum for suing is Northern Ireland, whose limitation rules are set out below and are not the ones behind the figures on the other UK airport pages. An arrival from Dublin or Paris is a separate question again, because that departure is EU261's case and is paid in euros. Canada sits under the Air Passenger Protection Regulations, the US under rules that pay nothing for a domestic delay, and the which-law test sorts an itinerary that mixes them.

#How much is due for a delayed flight from Belfast International Airport?

Three hours or more behind schedule on arrival is what switches on UK261 compensation from Belfast International: £220, £350 or £520 a passenger, banded by distance under articles 6(3) and 7(1). Proven extraordinary circumstances are the only escape, and even then care under articles 8 and 9 keeps flowing.

The doors-open moment is what article 2(n) treats as arrival: fall short of three hours by a single minute and nothing is owed, reach it exactly and the full sum is due. Past the 3,500 km mark, the airline may — article 7(2) leaves it optional — cut the top rate to £260 for an arrival landing between three and four hours late, with the full £520 restored beyond four hours.

What decides cancellation pay is notice, not how far you were flying. Two weeks' warning or more rules out compensation altogether. Give between seven and fourteen days' notice, and the airline still owes nothing if its replacement leaves no more than 2 hours early and lands under 4 hours late; inside a week, that margin shrinks to 1 hour early and 2 hours late. Proving when the warning went out is the airline’s job, not yours (EU261).

#How often do flights at Belfast International Airport actually run late?

45,244 flights at Belfast International Airport were matched in the UK Civil Aviation Authority’s 2025 punctuality statistics. 71.2% ran within the CAA’s two “on time” bands, 15 minutes early to 15 minutes late. The average delay was 12.7 minutes, and 0.51% of flights were cancelled with less than 24 hours' notice.

Broken down, 46.6% of flights ran 15 minutes early to 1 minute early, and a further 24.6% ran 0 to 15 minutes late. Runway and gate timing produces both numbers, not the cabin-door moment UK261 relies on. The underlying file also excludes all-cargo, oil-rig, air-taxi, positioning, private and military flights. The CAA states it offers no accuracy guarantee and takes no liability for reliance on the figures.

At 12.8 minutes across 475,582 flights, Heathrow’s own 2025 average lands almost on top of Belfast International’s smaller-scale figure. Neither number settles a claim: only your own flight’s doors-open time does that, never an airport-wide average.

#Where do you complain after a disrupted Belfast International Airport flight?

Silence for 8 weeks after a written complaint is the trigger for ADR. Two schemes carry the CAA’s approval, AviationADR and CEDR, neither charging the passenger a fee, and which one hears a Belfast International case depends on which the operating airline has joined.

Every Belfast International dispute opens with a written complaint to the airline, not the CAA. TUI Airways sits on the CAA’s AviationADR members list, while Jet2 appears on none of the three CAA-recognised lists. Northern Ireland residents also have the Consumer Council for Northern Ireland, alongside the CAA’s own PACT — neither can force an airline’s hand, and PACT won’t take a case with under a year left to sue. The city’s second airport, Belfast City, runs through the same Northern Ireland route.

Northern Ireland gives you 6 years to sue, though which of two statutory routes gets you there is unsettled — article 4 of the Limitation (Northern Ireland) Order 1989, or article 3(9)'s own pointer to section 9 of the Limitation Act 1980 — and no Northern Ireland authority has picked between them. England and Wales reach the same six years by one settled route, while Scotland’s period is itself an open question; the time limits page sets both out. Failing that, Northern Ireland’s small claims limit is £5,000, and the application fee runs from £49 on a claim up to £300 to £244 on a claim above £3,000 — a different scale from England and Wales. Put your complaint in writing today and keep a copy of what you sent.

#FAQ

Can I claim compensation for a delayed flight from Belfast International Airport?
Three hours or more late on arrival switches on £220, £350 or £520 a passenger, the band set by how far you were flying; proven extraordinary circumstances remove that payment, while care under articles 8 and 9 continues. Northern Ireland's small claims limit is £5,000, with application fees from £49 to £244.
Does Belfast International Airport pay compensation for delays?
No. Belfast International never owes UK261 compensation; the operating airline does, and proven unavoidable extraordinary circumstances are what cancel it. TUI Airways is on the CAA's AviationADR list while Jet2 is on none of the three, leaving PACT and, for residents, the Consumer Council for Northern Ireland — neither can force an airline.
How late does a flight have to be before I am owed anything?
Not until arrival at your final destination is three hours or more behind schedule, counted from the doors opening; a minute short pays nothing. Belfast International's 71.2% on-time share and 12.7-minute average delay are CAA runway and gate figures from 2025 and set no entitlement either way.
Which law covers a flight arriving at Belfast International Airport?
Northern Ireland's courts allow six years for the claim, by a route no local authority has settled — but only if UK261 covers the flight at all. An arrival from abroad qualifies on a UK-licensed carrier such as Jet2 or an EU-licensed one such as Air France, unless you already had compensation and assistance where you left.
