# Finnair delay compensation: €250–€600 under EU261

# Finnair delay and cancellation compensation

Finnair's EU261 compensation runs €250, €400 or €600, fixed by distance, once you reach your final destination three hours or more late, unless the airline proves extraordinary circumstances. Two separately licensed Finnish companies fly the brand, Finnair Oyj and Nordic Regional Airlines Oy (Norra), and both are Community carriers, so both regimes reach arrivals as well as departures. No [CAA-approved ADR scheme](https://airtravelrights.com/uk261/airline-adr-schemes/) covers Finnair on a UK departure: an unresolved claim moves to the CAA's Passenger Advice and Complaints Team, then court.

**Key facts: Finnair**

## How much does Finnair pay under EU261 for a delay of 3 hours or more?

Finnair's EU261 compensation runs €250, €400 or €600, fixed by distance, once you reach your final destination three hours or more late. Helsinki to Tokyo Haneda covers roughly 7,824 kilometres, past the 3,500 km line, so Finnair can still cut a delay under four hours to €300.

| Distance | EU261 | UK261 |
|:--|:--|:--|
| Up to 1,500 km | €250 | £220 |
| Intra-EU beyond 1,500 km | €400 flat, no reduced step | Not a UK261 route |
| 1,500-3,500 km (non-intra-EU) | €400 | £350 |
| Beyond 3,500 km | €600, or €300 if Finnair opts for the reduction and you land inside 4 hours late | £520, or £260 if Finnair opts for it and you land inside 4 hours late |

Great-circle distance sets the band, not the fare. Sturgeon para 63 draws the line for a pure delay at four hours: land at 3 hours 59 minutes and Finnair may still cut €600 to €300; land at 4 hours 0 minutes and the full €600 is owed. Article 7(2) gives the same 50% option after a re-routing, at lower bands: 2 hours short-haul, 3 hours on either €400 tier.

Finnair (C-22/11, 2012), a ruling carrying the airline's own name, held that denied-boarding compensation applies even without genuine overbooking.

## Which Finnair flights do EU261 and UK261 cover, and what depends on the licence check?

2 separately licensed airlines fly under the Finnair brand: Finnair Oyj and Nordic Regional Airlines Oy, known as Norra. Both hold Finnish Community carrier licences, so the regime answer is the same either way; the company that actually flew you is the one your claim has to name.

**Finnair-brand operating companies and their licences**

| Operating company | Licence status | EU261 into the EU | UK261 into the UK | Licence source |
|:--|:--|:--|:--|:--|
| Finnair Oyj | Community carrier (Finland), category A, effective 3 October 1994 | Yes | Yes | [EC list](https://transport.ec.europa.eu/document/download/7d7c51df-f11d-4a0c-815c-28a5ae4264b5_en?filename=eu_air_carriers_by_country_holding_an_active_operating_licence.pdf); [Traficom](https://www.traficom.fi/sites/default/files/media/file/LUETTELO%20LENTOTOIMINTALUVAN%20JA%20LIIKENNELUVAN%20HALTIJOISTA%20SUOMESSA_13_9_2024.pdf) |
| Nordic Regional Airlines Oy (Norra) | Community carrier (Finland), category A, effective 30 May 2001 | Yes | Yes | [EC list](https://transport.ec.europa.eu/document/download/7d7c51df-f11d-4a0c-815c-28a5ae4264b5_en?filename=eu_air_carriers_by_country_holding_an_active_operating_licence.pdf); [Traficom](https://www.traficom.fi/sites/default/files/media/file/LUETTELO%20LENTOTOIMINTALUVAN%20JA%20LIIKENNELUVAN%20HALTIJOISTA%20SUOMESSA_13_9_2024.pdf) |

Traficom's Finnish register keeps the two apart: FI.AOC.001 for Finnair Oyj, FI.AOC.018 for Nordic Regional Airlines Oy. Finnair's own FAQ says Norra "operates many domestic and European routes for Finnair" and that "All flights operated by Norra have Finnair flight number", so an AY number tells you nothing about which company flew.

Your booking confirmation and your boarding pass do: look for the "operated by" line, and put that name on the claim. A claim sent to the wrong company is a claim the right one never received, and the clock on your deadline keeps running while you wait. No register maps routes to either company: read the booking.

**Which rules apply to your Finnair flight**

| Your route | Which rules apply |
|:--|:--|
| EU to anywhere | EU261 (€) |
| UK to anywhere | UK261 (£) |
| Outside the EU/UK, arriving in the EU | EU261 (€) on arrival |
| Outside the EU/UK, arriving in the UK | UK261 (£) on arrival |

The matrix holds whichever company flew: every departure is covered, and an arrival into the EU or the UK unless you already received benefits, compensation and assistance in the country you left.

## How do you claim compensation from Finnair directly?

€250 to €600 is what a Finnair delay claim is worth, so put the flight number, the date, how late you reached your final stop and the amount in the first paragraph. Address it to the company on the "operated by" line, Finnair Oyj or Norra.

Keep a copy of whatever you send Finnair, and note the date: it starts the eight-week clock if the claim later needs to move to escalation. With no CAA-approved scheme behind Finnair, nothing reruns a weak claim later: PACT works from the letters you already sent, and a small claims court from the same file. Attach the booking confirmation, every boarding pass and each disruption message the first time, and keep the originals - Finland's Consumer Disputes Board will ask for the same file if you departed Helsinki. Choosing reimbursement or re-routing under article 8 does not use up your separate right to the fixed article 7 amount, so pursue both if both apply.

## Where do you escalate a refused Finnair claim?

Two different bodies handle a stalled Finnair claim depending on where you flew from. A UK departure reaches the CAA's Passenger Advice and Complaints Team once 8 weeks pass with no reply, or Finnair refuses outright; a Finland departure instead splits three ways among the country's own consumer bodies.

PACT needs your written complaint to Finnair first, and its opinion does not bind the airline: the [small claims court guide](https://airtravelrights.com/uk261/small-claims-court/) is the only enforceable route, and the [ADR membership map](https://airtravelrights.com/uk261/airline-adr-map/) shows which carriers do have a scheme. The Finnish side splits three ways: the Consumer Disputes Board takes an individual complaint, Traficom oversees the regulatory side without ruling on individual cases, and the Consumer Ombudsman or Finnish Competition and Consumer Authority acts only at collective level. Any other EU departure uses its own Commission-list body.

### If Finnair rejects your claim

A rejection resting on one already-paid amount runs into Finnair's own case law: A and Others v Finnair Oyj (C-832/18, 2020) held that a passenger can be owed compensation twice for one itinerary, once for the original cancellation and again if the rebooked replacement flight is itself delayed enough to qualify. A MoneySavingExpert poster made the point in a dispute with another airline: "The principle of multiple compensation payments being due for a journey was established in A and Others v Finnair Oyj Case C-832/18" (eskbanker, MoneySavingExpert forum, March 2025). Ask Finnair to treat each disrupted leg on its own facts, and read [what to do when an airline refuses compensation](https://airtravelrights.com/airline-refused-compensation/). A refusal built on extraordinary circumstances reaches less than it sounds: article 5(3) releases Finnair from the article 7 payment alone, so meals, a hotel, re-routing and a refund are still owed.

## How long do you have to claim against Finnair?

6 years after the flight date is Finnair's limitation period in England, Wales and Northern Ireland under UK261's own rule. Scotland's prescription statute points to 5 years instead, untested so far against a UK261 claim. An EU261 claim runs on whatever limitation period the departure country's own law sets, not a EU261-wide figure.

Limitation Act 1980 s.9 and the matching Northern Ireland Order set that six-year window from the flight date. Scotland's 1973 Prescription Act extinguishes the obligation after five continuous years without a claim, untested against article 3(9). Cuadrench Moré (C-139/11, 2012) confirmed EU261 sets no deadline of its own, so [Finland's own limitation rules](https://airtravelrights.com/eu261/claim-in-finland/) apply.
